The DUSC (or 'dusk,' standing for Draconem's United Space Commission) is functionally the body governing the laws regarding space travel and exploration, including the appropriate processes for claiming yet unexplored exo-planets. It also acts as a council of united galactic nations, which decide a universal standard for what is and is not illegal, what are considered to be human rights, and to ensure each Strand has no reason for conflict or war. While Strands do not always adhere to every law written into the DUSC's charters, they ensure that the body of laws remains consistent across nations.
In the 3000 years the DUSC has existed, many have associated it with space travel, and therefore a similar reverence (See more on space travel as a religion here). There is care and piety sewn into the culture surrounding and within the DUSC, in no small part thanks to Feder'feld's influence stemmed from their religious outlook on space travel.
As resources dwindled on Draconem, the notion of a Goldilocks planet like Draconem, which was until that point the cradle of all life in the known universe, was mouth-watering. As soon as the Feder'feld empire claimed Khelsereia as its own, there was an immediate uproar and demands for lawmakers on Draconem to protest the claim. The potential answer to the various crises' that were rapidly making Draconem unlivable, was now under the sole ownership of a cosmic conquering warband. There were cries for war, embargos to choke them out, anything to force Feder'feld into recourse.
Nobody expected Feder'feld to relinquish their prize without a fight. Especially when the Fore-Valkyrie First Class (the highest rank individual in their military, who at the time was Cynthia Starling, second only to the Empress) called for a peaceful meeting with the rest of Draconem's leadership. They specifically requested the presence of their space program operatives, and everyone held their breath for an assertion of their claim, a declaration of war.
What Feder'feld instead proposed was a commission, the DUSC. The DUSC would act, originally, as a council with a representative from every major body of government on Draconem to ensure that every advancement and discovery was made to benefit the sons and daughters of Draconem, together or not at all. As a token of Feder’feld’s commitment to the proposed commission and its mission, they offered Khelsereia to the DUSC as an entity, which would be mutually governed by the DUSC’s senate. The DUSC would be structured and drafted by Feder’feld, and its members selected from a provided pool of candidates curated by each nation.
To date, reports differ as to why Cynthia Starling proposed the DUSC, or why the Empress allowed her to offer them the most coveted boon the stars had yet offered. Some claim it was because they did not believe they could best the might of the rest of Draconem’s combined star fleet. While their units were fewer, historians agree that their full firepower would match, if not overpower the combined force of the other Strands. Other historians suggest that there had long been a desire to create some manner of council like the DUSC, and the ability to pick members most aligned with their interests was too tantalising to turn down. However, when compared to the chance to wipe out the other Strands and have dominion over Khelsereia (of which the empire had already shown tremendous interest in), many find such a thing hard to believe.
The last, most tremendously difficult to believe reason, simultaneously having the most evidence pointing towards it, is simply altruism. Emblazoned across the floors and over the doorways of The Starview, the primary headquarters for the DUSC, is their guiding maxim, first spoken at that fateful meeting by FVFC Starling: "So that there may always be dawn."
Regardless of their reasoning, many believe that war would long have ripped modern star-faring society to pieces, if not for the DUSC.
